Banten, October 12, 2025/Indonesia Media – The Serang regency government in Banten province has seen the application of digital seed bank relevant to improve the farmers prosperity in an effort to achieve 100 days in office of the newly-elected regent Ratu Rachmatuzakiyah and the deputy, H. Muhammad Najib Hamas, realizing that seeds are always the foundation of agriculture.

The regency’s food security and agriculture agency (DKPP)’s secretary, Yuli Saputra said that the application had been developed, resulting from the farmers’ complaints. They lacked good quality seeds which would be planted and consumed as a food source. Farmers need to grow, relying on good seed that will grow and produce the plants. “Many farmers in Serang need to grow without sufficient funds to purchase the seeds. They are willing to pay after harvest. When they need to buy the seeds in some kiosks, they often find (the seeds) expired beyond seven days. Meanwhile, there are a lot of seed producers over here, in Serang,” said Yuli.

Early 2025, he happened to think about improving the procurement of rice seeds as what farmers wish to increase the production capacity. By research, the seeds contribute 25 – 30 percent to the production improvement rate. The problem of seed is very significant for farming activities, growing and harvesting of the crops. After the seed bank meets with success, farmers can procure (the seeds) easier. “The project (of seed bank) is my own innovation and creation, and I have never conducted a comparative study from other provinces. I do not copy-paste the concept of inventing the seed bank from others, and I did my research to adequately assess the benefit for farmers,” said Yuli.

The potential and prospect of a seed bank, particularly the activities of producing rice seeds in Serang. If farmers use the system of e-catalogue listing seed producers, including details like photos, descriptions, prices, and other information, it will not be more helpful. The e-catalogue for seed procurement, is prepared by the Indonesian agriculture ministry, and National Public Procurement Agency (LKPP) proceeds with policies. But the system is out of reach, and farmers find it difficult to deal with. Few farmers are familiar with the platform of e-catalogue for transaction and use methods. “The process is too long, and farmers have been kept waiting for the result. While they have started to cultivate their land. Therefore I need to accommodate the seed producers and those who are in need of seeds, by using the application of a digital seed bank,” said Yuli.
